He opened a self-funded, free legal aid clinic to assist needy families and individuals obtain access to justice in our courts. He has received many community service awards and is an active community volunteer. Fair, compassionate, and experienced, Richard is ready to serve our community on the bench.

Since 2008, Richard has conducted a free legal aid clinic; typically assisting five clients a month in the resolution of: debt and collection issues; mortgage foreclosure actions; immigration and naturalization document preparation; municipal housing code violation actions. Free translation and notary services are provided.


Since 2000, Richard has made weekly food donations for distribution to local Chicago food pantries. The food products are sourced from two gas (BP and Citgo)station convenience stores that Richard owns in Chicago.


Richard is the Past Vice-President (2011, 2010, 2009) of the St. Vincent Ferrer Church, parish counsel. He has hosted an annual St. Vincent Ferrer Church benefits day at Bert’s car wash on Grand and Ogden in Chicago. He also has provided title sponsorship to the annual St. Vincent Ferrer Church parish picnic fundraiser and annual walk-a-thon fundraiser.


As an alumni member of West Suburban chapter of Phi Alpha Delta Law Fraternity (PAD), Richard helped organize (April 2013) a PAD bowling team to participate in a charity benefit raising over $10,000 to benefit public action to deliver shelter.


Richard has been honored by the Block Club Federation of Chicago for his years of charity and volunteer work on their behalf in Humboldt Park and is the recipient of their highest recognition: The Hero Award.


Richard has been honored by friends of the Humboldt Park library for his years of charity and volunteer work on their behalf and is the recipient of their Outstanding Volunteer Commendation Award.


Richard has been honored by the Chicago Police Department 14th District for his years of charity and volunteer work on their behalf and is the recipient of their Special Commendation Award.


Richard is a member of Legal Assistance Foundation of Metropolitan Chicago Volunteer Legal Aid – Pro Bono Panel.


Richard is a Volunteer (August 2013) for the Chicago Lawyer’s Committee for Civil Rights Under Law/Education Law and Policy Institute at Loyola University Chicago School of Law – Chicago Public School (CPS) independent school monitoring project.
